Windows Server 2019 is based on the Windows 10 operating system. General Microsoft license terms for Windows Server 2019 Standard

Server software such as Windows Server 2019 Standard Edition is always licensed based on the physical hardware used. In addition to the number of physical core processors, the number of virtual servers is also taken into account. Each server license covers 2 physical processor cores. In accordance with the Microsoft licensing regulations, a minimum number of 8 cores per processor is always taken as a basis - even if the existing hardware has fewer than 8 cores. Furthermore, a minimum of 2 processors is assumed for each physical server, resulting in a minimum number of 16 cores.

In a Hyper-V environment, all processors must be licensed that correspond to physical processor cores. The Windows Server Standard edition entitles you to run a maximum of two Hyper-V instances per core license. If more Hyper-V instances are required with the Standard edition, all active cores must be re-licensed for this purpose.
