Licensing of the SQL Server version 2014 with 2-core packages
Core-based licensing of SQL Server 2014 is based on the following criteria, according to Microsoft: A single core license is valid for two cores at a time - instead of one license per processor as before. However, Microsoft has introduced an additional criterion so that the number of cores per processor is not equal to the number of core licenses required, but rather that the minimum number of cores is always 16, regardless of whether an engine has fewer cores.
Thus, you must purchase at least 16 core licenses in any case, i.e. 8 packages of 2-core licenses. Further licenses in the form of CALs are then not required. Engines with fewer cores than 16 cannot be licensed at a lower price.
Server/CAL Licensing for SQL Server 2014 Standard
